Underground Water is the only water that people drink safely in climate change like  a drought, an earthquake, and disastrous situation. Since underground water is chemical-free pure water in comparison to water supply, Over 50% countries out of all the nations of the world are absolutely reliant on underground water. About 2.5 million residents living in farming and fishing village of Korea use underground water for residential water. Underground Water is used for making drinkable spring water and food and beverage in manufacturing plants. But actual state of the government's policy and a public awareness remain in the lower ranks. Chief Director Ahn Geun Mook of Korea Underground Water Geothermal Heat has brought  out strong relief the fact that the importance of underground water has become increasingly larger as the safety of food items and drinking water has been threatened by the accident occurrence of national disaster like Fukushima Nuclear Plant, and through changing public recognition and government policy we should improve utilization of underground water. European countries called  world's major industrialized nations use mostly underground water in areas away from downtown area. For an example, in the case of the Republic of Austria. 90% of living water is relied on underground water in provincial cities except Vienna, the capital of Austria. On the other hand, we Korea supply 90% of water used with surface water, and only make up about 10 percent of using underground water, and have difficulty smoothly supplying water for industrial use again and again when every two or three-year-periodical repetition of natural disasters like a drought and the flooding fall in, is wasting a massive one-shot budget for urgent ground-water development as a temporary expedient.
The Chief Director Ahn Geun Mook who has worked in the field of underground water for 30 years of long time says that "leading industrialized nations are systematizing the use of underground water as climate change response plan as extreme drought and a disastrous flood becomes more frequent in every corner of the globe by climate change of global warming," "we Korea have to recall the memory of the experience of economic damage together with the public inconvenience due to the periodical repeated extreme drought for several decades. Especially on the model of the seriousness of Fukushima nuclear accident, the constructions of living facilities for emergency water supply and its changes of government policy is urgent in preparation for contingencies on the assumption that the whole country of Korea will be exposed to radioactivity and faced with the terrible conditions with the northwesterly wind all year round in case of an unforeseen accident from even only a single of atomic power plant out of a good number plants installed toward Korea.

It is evidently clear that underground water can not be compared with surface water in quantitative aspects. However, we can hear from the expression of Chief Director Ahn Geun Mook that underground water holds a very important position socioeconomically and industrially. He says that "since in Korea not only about 2.5 million residents in rural areas uses underground water for residential water but also 100% of manufacturing firms making drinkable spring water and over 85% of manufacturing plants making food and beverage are using underground water for making products, underground water can directly and indirectly affect national health," and that especially water supply is not accepted drinkable water by the people of our nation in spite of active public relations of state and local governments, on the other hand the national psyche of drinking with an easy mind drinkable spring water of plastic bottle of underground water coming into the market, which reality we must not turn away one's faces." According to his expression, There are unexpectedly many industrial fields which have no choice but to use underground water for products when they make fermented food and beverage except use the public know like drinkable spring water. In addition, underground water has high utilizable value for air conditioning and heating. We use its heat for heating higher than air temperatures in the winter, in the summer for air conditioning lower than air temperatures. "The thermal efficiency of open type geothermal Heat system using underground water as heat transfer media  is much better compared with closed type geothermal system due to the large absorptive area of ground heat," He said.

In spite of the repetition of peace and tension in Korea, which is divided into north and south, the project of humanitarian food aid to north korea continues, but The public opinion that food supported can be redirected to military purposes  must be on guarded is also serious business. He says that humanitarian food aid to north korea continues to relieve the hunger of north korea people, but establishing an environment with fresh water supplies in order for North Korean people to do farm work stably is a good way, together with the supporting project for developing underground water used for living and agriculture in agricultural districts. "Food aid to north korea can be gradually reduced when North Korea increases food production with that way, our experience of intense development on underground water in agricultural districts, pushing forward with food production policy in the sixties and seventies is a good model," "Not only supporting business to procure water takes a long time in the national land development aspect, but also it is difficult for prevailing north Korea system to receive even the best condition. But the supporting business to develop underground water regionally can be received differently by North Korea has an instant effect," he said.

Advanced countries around the world has had a lot of tough competition for big water industry business. Most of all, the importance of underground water that becomes a common concern is on the increase gradually in drinkable water markets UNDP announces through the human development report as of 2006 that 1.1 billion people live in the circumstance where they can't have clean drinking water, 60% of them in Southeast Asia. He says that Southeast Asia very close and big drinkable water markets for us compared to the fact that "Evian of France is brought and sold even Korea far away over 8,000 kilometers from it, and our excellent underground water-related mechanical machines and its component industry can acquire a superior competitive edge in Southeast and Central Asia where the demand for developing underground water is great." "In order to develop overseas markets effectively, we should promote related companies and advance business support system by vitalizing private organizations that have the response ability for markets," He added. The circumstance of water has been better enough not to fall behind compared to any country due to the results of government policies. But under this good circumstance the consequences will go far beyond drinkable water supplies for the people of our nation in case of the sudden worsening its circumstance conditions due to misfortune disaster. This is why government officials
should freshen up their awareness on underground water. drinkable spring water, other spring water, thermal water, mineral water,  bedrock mineral water, riverbank filtrated water etc are all the same underground water just different names according to according to its use. Chairman Ahn says that "underground water is rich in minerals and good for national health, which he will constantly boast about."
